The Teacher Service Commission was established under Section 11B of the Education Act, 2028 (with amendments), to recommend the appointment and promotion of teachers and staff in positions sanctioned by the Government of Nepal across community schools nationwide. Primarily, this commission recommends teacher selection and promotion based on a merit system, issues teaching licenses to those wishing to teach, designs and approves curricula for examinations for teaching positions and licenses, and provides the Government of Nepal with recommendations on matters related to teacher services, conditions, and benefits.
The commission has been conducting the teacher selection process independently and impartially, based on competency. Since the fiscal year 2061/062, it has been recommending teachers for appointment through open advertisements based on competitive selection. Additionally, the commission has been issuing teaching licenses for all three levels through various advertisements over time.
Nepal’s Constitution recognizes the right of every Nepali citizen to receive basic education as a fundamental right. Similarly, the state has adopted a policy to produce skilled and competitive human resources to fulfill the basic needs of its citizens. To implement these constitutionally guaranteed rights, it is essential to supply quality teachers. Nepal’s education policy also prioritizes teacher recruitment based on individual competence, qualifications, and efficiency, with the aim of attracting high-quality talent from various fields. With the increasing need to make teaching and learning timely, technologically friendly, and of high quality, the commission recognizes the need to enhance its efforts in teacher selection. Accordingly, the commission is preparing to continuously improve its processes.
Based on these principles, the commission has been performing its duties with the vision of quality education, along with the selection of qualified and capable teachers, is fundamental to development, prosperity, and transformation. The commission seeks to advance its tasks impartially, reliably, transparently, and dependably, and it relies on the support and goodwill of all. The commission always welcomes appropriate advice, suggestions, and guidance from all stakeholders in this direction.
